A Rock Hill man is remembering his brother’s legacy after he was killed by a drunk driver just two weeks ago. Phillip Hayes was driving on I 77 – when investigators say he was hit by a drunk driver – killing both Phillip and his passenger. Phillip’s brother – a familiar face here in rock hill, is now speaking with CN2’s Kathryn Andreoli.
